         relating to an exemption from the regulation of                                                                        
         construction contractors; relating to distillery                                                                       
         licenses; relating to the renewal of a license involving

         transfer of ownership of a beverage dispensary                                                                         
         license or restaurant or eating place license; and                                                                     
         relating to issuance of an outdoor recreation lodge
